After complaining mightily to Telecom, and being elevated to Tier 2 service (which I suspect means I'm talking to a person in NZ rather than Mumbai), they have done something at the exchange, and we have a working connection for the moment.  As you can see above, it is actually faster than previously.

However, I have no great hopes about how stable and long lasting this connection will be… Time will tell.
